Sanctuary Transitional Living Centers 1, 2, & 3 (TLC)

Name of program: Sanctuary Transitional Living Centers 1, 2, & 3 (TLC)

What is the program’s goal? All TLC projects provide housing and case-managed supportive services to move the targeted youth populations into long-term independent living and appropriate permanent/supportive housing. R esidents complete a series of phases to promote the development of independent living skills to ensure their long-term success and achieve self-sufficiency.

When was the program established at EOC? TLC-1 (1999), TLC-2 (2003), TLC-3 (2004)


Who do you help (client base)? Homeless youth and young adults, ages 16-24, who are not in a system of care (as defined by juvenile court law), who have been emancipated, or who have been dropped from a system of care (such as a foster/group home). The youth served are without any viable means of support or housing available to them, due to the lack of a positive permanent living environment.

What are the eligibility requirements? Youth, ages 16-24, who are experiencing homelessness. Participants must attend an orientation, complete assessment packet, provide a TB skin clearance, and provide documentation of homelessness and criminal background report.

How many clients do you serve monthly/annually? 92 unduplicated youth annually

How many employees work for this program? 20 employees, 2 student Interns

Where is your office / are your offices located? TLC-1 & TLC-2 are located at 1046 “T” Street in Fresno. TLC-3 is located at 1105 Divisadero Street in Fresno.
 

Tell us about one of your “success stories” … At 18 years old, Francisco Vizcarrondo was at a vulnerable point in his life. He began to use drugs, which led him on a road of criminal activity and he was incarceration multiple times. His family life was torn by his problems. Meanwhile, his family struggled financially and eventually was evicted from their home. Young Francisco went to stay with his uncle. Four months later, he was incarcerated for drug possession. This time, he was very close to being sent to prison but instead sentenced to a drug rehabilitation program. After eleven months at an inpatient program, he set out to find a job and remain sober. Eventually, he was referred to Sanctuary’s Transitional Living Center (TLC), a residential program for homeless young adults. Once there, he received emotional support and guidance. The TLC program helped him build self-esteem and seek out goals. As for his career goals, Francisco plans to become certified in heating, ventilation and air conditioning, as well as carpentry. He is currently employed at our Local Conservation Corps and attends Fresno City College. Francisco has graduated from TLC 1 and now resides in a more independent residential component of the program. Francisco has learned to be more responsible as he prepares to exit the program. “I am grateful for this program and the support it has given me,” said a proud Francisco.

Anything else you’d like to tell us about your program? EOC’s Sanctuary Youth Services provides a “continuum of care” in assisting runaway, homeless, or otherwise displaced youth with successful transition from adolescence to adulthood. Many of the youth are referred from within our spectrum of agency services and/or a friend who is a former program participant.
