Adolescent Family Life Program

Name of program: Adolescent Family Life Program (AFLP)


What is the program’s goal? The goal of AFLP is to improve the health, social, and economic well-being and enhance the education of pregnant and parenting teens and their partners. EOC and its partner, the Human Services System’s Department of Employment and Temporary Assistance, administer the program.


When was the program established at EOC? 1985


Who do you help (client base)? Pregnant and/or parenting females under age 18 and males under age 21 who are not eligible for Cal-Learn services.


What are the eligibility requirements? Participants must be:

  • pregnant and/or parenting
  • females under age 18 at time of enrollment
  • males under age 21
  • are not eligible for Cal-Learn services
  • participation is voluntary.

How many clients do you serve monthly/annually? The program goal is to provide services to 240 teens annually.

Tell us about one of your “success stories”: AFLP had 100% enrollment for seven consecutive years.


Anything else you’d like to tell us about your program? AFLP offers one-to-one case management to enrolled participants, as well as a variety of workshops and group activities. AFLP is funded through the California Department of Public Health. Since 1985, EOC has successfully operated a county contract to provide the Adolescent Family Life Program (then known as the Adolescent Family Life Network). AFLP strives to define, coordinate and integrate systems of care; provide comprehensive case management services directed toward preventing adolescent pregnancy; promote positive birth outcomes; and improve the economic, health, and social well being of teen mothers and their children through case management services, education, parenting, family planning, counseling and job training. Case management services may include but are not limited to: prioritizing personal goals, assisting with staying in or returning to school, attaining a positive pregnancy outcome, developing effective parenting skills, obtaining social and economic independence, and locating/utilizing appropriate community resources. AFLP collaborates with youth programs within EOC’s Sanctuary Youth Center and with the EOC’s Health Services Clinic as well as other outside agencies to provide optimum resource linkage. AFLP services are operated in partnership with the Fresno County, Department of Employment and Temporary Assistance.
