| Description |
CalWORKS is a statewide employment initiative
designed to prepare welfare recipients for the workforce.
It is a mandatory program that provides education, training
and supportive services to eligible clients. LCC’s
CalWORKs Skills Upgrade Training Program provides construction,
landscaping and building maintenance training to increase
job skills. It also provides supportive services, intervention
and prevention strategies to reduce and eliminate barriers
to employment through daily work training activities.
These activities provide real work skills on construction
projects mirroring demand occupations. |

Services include: case management, classroom
and hands-on training in demand occupations (construction
trades, grounds and building maintenance), followed by
placement in on-the-job training and job retention services.
Each participant receives 32-35 hours of services per
week, including construction supervision, education services,
supportive services, case management and counseling on
a wide range of topics. These services are coordinated
with the CalWORKs Case Managers/Job Specialists. |

| Legislative Mandates/Requirements |
Pursuant to the California Work Opportunity
and Responsibility to Kids Act (CalWORKs) and Temporary
Assistance for Needy Families (TANF) Block Grant, the
County of Fresno is mandated to deliver a time-limited
structural sequence of employment related activities and
supportive services that are designed to maximize unsubsidized
employment opportunities to able-bodied, non-exempt CalWORKs
public assistance applicants and recipients. |

| Historical Information |
On August 11, 1997, Governor Pete Wilson
signed into law Assembly Bill 1542. This bill known as
the Thompson-Maddy-Ducheny-Ashburn Welfare to Work Act
of 1997, changes the California welfare system. The bill
brings California’s welfare system into compliance
with the provisions of the Federal Welfare reform legislation
known as the Personal Responsibility and Work Opportunity
Act, which was signed into law by President Clinton on
August 22, 1996. Assembly Bill 1542 renames the Aid to
Families with Dependent Children (AFDC) program. The new
name is California Work Opportunity and Responsibility
to Kids (CalWORKs) program. The CalWORKs program has made
significant changes to the California cash assistance
program. |

| Mission |
Prepare CalWORKs participants by increasing
their job skills through intensive hands-on training,
and encourage self-reliance to eliminate the dependency
of CalWORKs recipients on public assistance. |

| Goals |
Twenty-five participants will be enrolled
and trained in the construction trades to increase their
job skill and reduce barriers to employment through daily
work training activities. At least 15 participants will
be placed in unsubsidized employment. Support and job
retention services will also be provided. |
