| Description |
Early Head Start is a comprehensive home
visitation program that serves low-income pregnant women
and families with infants and toddlers. (We are building
our first two child development centers which we project
to open in the spring of 2004: one at FCEOC’s School
of Unlimited Learning (Project SOUL) where student teen
parents will receive child care for their children while
the parents attend classes; a second at the Addams School
Readiness Program site, where low-income parents, age
18 and older, will receive care for their children while
the parents attend training, school or are employed.) |

| Eligibility Criteria |
Generally, participants must be at least
18 years old, (younger teen parents at Project SOUL) are
pregnant, or have an infant, 0 to 3 years of age, meet
the income guidelines, and live in one of the designated
areas listed above. (Program priorities include infants
0 to 12 months or infants 0 to 18 months with a disability.) |

| Historical Information |
In 1995, the Secretary of Health and Human
Services awarded the first grants to agencies to implement
Early Head Start. In 1996, FCEOC Early Head Start received
its first funding in the second round of Early Head Start
grant awards. Programs in this second group are called
Wave II Early Head Start. |

Our mission is to provide comprehensive
child development and family support services to pregnant
women and families with infants and toddlers, birth to
age three. |

| Goals |
Early Head Start strives to have the greatest
positive impact on participating families and children
by offering supportive services as early in life of the
baby as possible. Early Head Start programs provide services
to pregnant women and their families and continues services
through the child’s first three years of life. |

| Measurable Outcomes |
Each year Measurable Outcomes are established
for the Early Head Start program and are included in the
Refunding Proposal. These outcomes are written for the
Cornerstone areas of Child Development, Staff Development,
Family Development, and Community Building. |
